2012美国国会中美论坛成功举行

在美国总统大选和中共十八大刚刚结束之际,由(美国)中国协会主办和美国国会美中工作小组两位共同主席协办的“美国国会中美论坛”于2012年12月12日在美国国会山成功举行。本次论坛的主题是“美中关系:长期愿景与今后四年”。来自华盛顿州的美国联邦众议院美中工作小组共同主席里克.拉尔森众议员出席做主题演讲并与约100位中美两国的高层企业家、政要、智库专家、媒体等各界人士共同探讨了中美两国关系的长期愿景和今后四年两国政府和人民该怎样面对挑战为两国长期和平与合作奠定坚实的基础。

论坛由中国协会会长李叶青致欢迎词,他特别说明为什麽主办本次论坛,并强调中国协会六千多名会员致力于增进中美两国相互了解合作和友谊。之后论坛由合众国际社前总编迈克.马歇尔先生主持。里克.拉尔森众议员首先介绍了国会美中工作组,明确其教育国会议员们更理性和全面了解中国的目的。之后他以回答马歇尔先生提问的方式就中美关系中几个重要方面如长期关系定位,元首关系,贸易和投资,东亚安全和南海问题,东亚社区,跨太平洋伙伴协议(TPP),“亚洲再平衡战略”等发表了个人看法和给建设性的建议。奥巴马总统再次当选以及习近平总书记当选后短时间内将首先侧重国内政治事务,但他提醒两位领导人不能忽视两国关系,因为他认为中美两国关系及其复杂全面和深入地影响两国国内事务。就跨太平洋伙伴协议(TPP)问题,他说奥巴马总统并不排斥中国参加,中国是可以申请参与,但到目前为止是中国不愿参加。就技术出口,他建议美国政府明确政策细节,放宽限制。就中国周边国家关系,他认为是这些国家希望美国承担平衡中国的作用。他承认中国对这些国家的重大影响力,但他觉得中国不用试图完全控制这个地区。但总体而言他不认同中国的发展对美国具有威胁性,而是认为两国既有竞争又有合作关系,虽然有些领域很有问题,最重要的是保持建设性的互动,问题总可以解决。他还回答了听众的问题。

乔治梅森大学的华裔教授万明,中国社科院美国所副研究员美国布鲁金斯学会访问学者李南博士,和中国协会理事长,世界贸易与发展集团主席,及世界贸易中心协会贸易促进和平与稳定委员会创始主席约翰.迪克森先生也发表演说和答问。万明教授提到中美两国短期内将面对很大的挑战,因为确实存在利益和价值观的重大区别。然而长期而言,他对两国关系充满乐观。中美间的冲突并不直接,主要是来自第三方如朝鲜半岛,日本,台湾,东南亚等。另外,中美两国人民之间的互动日益深入,有益于化解误解和冲突。曾在朝鲜金正日大学学习过的李南博士谈到中美在朝韩问题上的合作和区别,他觉得虽然中国对朝鲜有一定的影响力,中国希望朝鲜学习中国的改革开放经验,但朝鲜的主题思想意识形态妨碍中国直接地施加影响。

迪克森先生特别指出工商界以及民间交流对中美长期和平和发展的积极作用,他表明愿更进一步促进两国民间关系,帮助促进中国企业在美国投资环境的改善,增进中美之间经贸合作,为此中国协会举办了"2011华盛顿中美投资论坛",为中国投资者探索在美投资机会并且帮助投资者全面了解美国投资环境,成功地为中国投资者与美国商业人士以及美国政府官员间搭建起了良好的对话和交流的平台,以此来促进未来双赢的投资行为。虽然媒体报道一些失败的案例,中国到美国投资的空间非常巨大,美国地方政府将热情欢迎中国的投资,只要避开一些与国家安全密切相关的领域,成功的可能性很高。

本届投资论坛虽然落下了帷幕,但是论坛架构起的沟通互动的平台上正将开始见证更多中美两国间的联结以及两国在未来各方面的合作。中国协会欢迎各界人士积极参与今后的活动。


Successful Holding of the 2012 Congressional US-China Forum

Having just completed an American presidential election and the 18th Party Congress in China, the (American) China Society and the US-China Working Group of the U.S. Congress jointly co-hosted the “Congressional U.S.-China Forum,” successfully held on Capitol Hill on December 12, 2012. The main theme for this forum was “US-China Relations: Long Term Vision and Next Few Years.” Washington State Congressman Rick Larsen, co-chair of the Congressional US-China Working Group presented the keynote speech. With the hundred or so members of the audience -- high level business people, dignitaries, think tank experts, media, etc. from China and America –Congressman Larsen then discussed the long-term vision for US-China relations and the how the people and governments of the two countries can face the challenges in the coming four years to lay a solid foundation for long term peace and cooperation.

The forum was opened by China Society President Yeqing (Victor) Li. He made a point to explain why he had hosted this forum, stressing the efforts of the over 6,000 China Society members in advancing the mutual understanding, cooperation and friendship between the U.S. and China. The forum was then presided over by Editor Emeritus of United Press International, Michael Marshall. Congressman Rick Larsen then introduced the Congressional US-China Working Group, clarifying its goal of helping Congressmen to more rationally and comprehensively understand China. Congressman Larson then responded to topics raised by Michael Marshall to constructively offer his own views and constructive suggestions on several important aspects of US-China relations such as its long-term relationship, the relationship of its leaders, trade and investment, East Asian security and South China Sea issues, the East Asian Community, the Trans Pacific Partnership (TPP), “ and the strategy of rebalancing Asia. In the short period since Obama’s re-election and XI Jinping’s becoming party secretary priority has been placed on domestic affairs. But the congressman noted that the two leaders could not ignore the relationship between the two countries, because he believes the relationship between the two countries is extremely complex, comprehensively and deeply influencing the domestic affairs of the two countries. Taking up the issue of the Trans-Pacific Partnership (TPP), he said that President Obama has not excluded China from joining; China can apply to join, but to date China has not wanted to join. As far as technology exports, he recommended that America clearly spell out the policy details and relax the restrictions. In regard to China’s neighbors, he believes these countries want America to take on the role of balancing China’s influence in the region. Congressman Larsen admitted to the powerful influence which China yielded over these countries, but he doesn’t believe China needs to try to completely control the region. But in general, he doesn’t acknowledge that China’s growth represents a threat to America, rather he believes both countries have a competitive as well as a cooperative relationship. Although in some areas there are serious issues, the most important thing is to maintain constructive interaction, so the issues can ultimately be resolved. He also responded to questions from the audience.

Professor Ming Wan of George Mason University, Dr. Nan Li, Associate Research Fellow of the Institute of American Studies in the China Academy of Social Sciences (CASS) and Visiting Scholar with the Brookings Institution, and China Society Chairman, Chairman of the World Trade & Development Group, and Founding Chairman of the World Trade Center Association’s Committee on Peace and Stability through Trade John Dickson, delivered speeches and responded to questions. Professor Wan noted that within a short period, the two countries will face a major challenge, because there certainly remain major differences in their interests and value systems. However in the long term, he is full of optimism for the relationship between the two countries. The conflicts between the U.S. and China are not direct, and they mostly come from outside sources such as the Korean Peninsula, Japan, Taiwan, Southeast Asia, etc. Furthermore, the interaction between the peoples of the two countries deepens every day, helpful in resolving misunderstandings and conflicts. Dr. LI, who has studied at North Korea’s Kim-JongIl University, talked about the cooperation and the differences between China and the U.S. on North Korean issues, he believes that even though China has a definite influence over North Korea, and China hopes that North Korean will learn from China’s experience with opening and reform, but North Korea’s core ideology hinders the direct exertion of Chinese influence.

Mr. Dickson stressed the positive role of the commercial role and people-to-people exchange toward long-term peace and development between China and America, he explained his wish for even greater promotion of the relations between the two countries, helping to promote an improvement in the environment for Chinese enterprises to invest in the U.S., increasing trade cooperation between China and America, for the purpose the China Society having organized the “2011 Washington China-US Investment Forum,” for Chinese investors seeking investments opportunities in America and helping investors better understand America’s investment environment. It successfully established an excellent platform for discussion and exchange between Chinese investors and American businessmen and government officials. In this way it promotes future win-win investment activity. Although the media has reported some cases of failed investments, the potential for Chinese investment in the U.S. is huge, American regional governments warmly welcome Chinese investment, as long as one avoids a few areas closely related to national security, the chances for success are great.

Although the curtain has come down on this year’s Forum, the interactive communication platform which emerged from the forum will witness future cooperation across many areas between the two countries. The China Society welcomes people from all walks of life to constructively participate in future activities.
